How discrimination has affected police departments historically
Proactive policing is a strategic approach by police agencies to prevent crime. This is a relatively new phenomenon in the United States. It came about from a crisis in confidence in policing that began to emerge in the 1960s. This was because of social unrest, high crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. Consequently, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. That is, policing strategies that they have as one of their goals to prevent or reduce crime and disorder. The focus primarily on uncovering ongoing crime or responding to crimes once they have occurred. However, many social group has been most harmed by employment discrimination in law enforcement.

Police also need to incorporate the principles of procedural justice and legitimacy.
